Why can not OneNote be used online?

OneNote online can not be used if you log in with the xxxxxxx@ForStudents.onmicrosoft.com ID. It comes the notification that the establishment of the account must first be completed.

You can log in with the above ID, but after login you will not get on. In that case you have to use your own Microsoft account.
